China General Nuclear Power Group (CGN), a leader in safe power operations in China, applies the same high standards to its overseas projects.

On December 6, 2024, CGN’s Husab Uranium Mine in Namibia, the largest single Chinese investment in Africa, officially earned the prestigious NOSA 5-Star Safety Certification. This milestone signals that Husab’s HSE management system now meets world-class standards, setting a new example of safe, green, and efficient operations for “the Belt and Road” Initiative.

Rising to the Challenge: Building Safety from the Ground Up

Since construction began in 2013, Husab faced early safety performance challenges. Recognizing the need for transformation, CGN held a dedicated safety management seminar in April 2016, bringing together senior leader, industry experts, and internationally renowned global safety consulting institutions. After careful evaluation, CGNPC Uranium Resources Co., Ltd (URC) ultimately chose NOSA, a trusted organization with deep experience in both power industry and African operations, as its strategic partner to rebuild its safety system from the ground up.

Since 2017, NOSA and CGN have jointly advanced a phased and systematic improvement of the HSE management system:

1. System Development and Customization

We developed a tailored HSE manual aligned with Husab’s open-pit mining operations and Namibian regulations, creating a scientific and standardized framework for daily safety management.

1. Capacity Building and Training

Through HSE leadership training, dissemination of evaluation criteria, internal auditor development, on-site coaching, and joint problem-solving sessions, we helped to build a strong safety culture across the entire team, boosting both awareness and capability.

2. Continuous Evaluation and Improvement

Husab started with a 2-Star NOSA rating in 2017 and steadily advanced to 3-Star in 2018, 4-Star in 2023, finally reached the highest honor: 5-Star certification in 2024.

This journey not only reflects CGN’s “safety first, excellence always”, but also proves NOSA’s “risk-based, systematic and sustainable”, demonstrating our strong adaptability in complex international projects.

Safety as a National Symbol

With NOSA’s professional support, Husab built a robust, efficient HSE system. By integrating safety management into every stage of production, the project not only ensured stable and efficient operations but also helped Husab to become the world’s third-largest uranium producer. Today, Husab is widely recognized in Namibia as a “national showcase” and a flagship “the Belt and Road” project.

A Model for Global Mining

And it directly inspired the development of NOSA’s new specialized standard for open-pit and underground uranium mining, now available worldwide.

A New Chapter for NOSA

Husab’s achievement comes at a timely moment. In September 2025, Centre Testing International Group Co., Ltd. (CTI) successfully completed the full acquisition of SafetySA, a leading South African TICT (Testing, Inspection, Certification and Training) provider, and its China entity, Nuocheng Enterprise Consultant which operates the NOSA brand in Asia. Related News
