The Food Safety Law stipulates that non-food and raw materials that may harm human health cannot be used to produce food. Illegal additive is a key item of food supervision. In March 2012, the original CFDA published the "List of Substances that May be Illegal Added in Health Foods (First Batch)", which severely cracked down on illegal addition of chemical ingredients in Health Foods.

In November 2017, the original CFDA announced the “Implementation Plan for the Remediation of Food and Health Foods Fraud and False Propaganda of the China Food and Drug Administration”. On the basis of the previous supervision of illegal additives of Health Foods, a large number of supervision items have been added, including illegal additives in ordinary foods that express or imply health functions.
