Recently, The EU issued a circular (G/TBT/N/EU/294) to the WTO Secretariat.

 intend to amend  restrict paint containing Cadmium of European Parliament and the Council's REACH regulations Appendix XVII.

Appendix XVII cadmium content of this Amendment is about paint containing Cadmium,  TARIC code 3208 and 3209。Paint and varnish basic ingredients is synthetic polymers or chemically modified natural polymers(Including enamels and lacquers), dispersed or dissolved in an aqueous medium; the solution as this chapter notes four. The draft regulations involved (EC) No1907/2006 (REACH) appendix XVII twenty-third second.

Intends to expand limit the use of certain cadmium paint  to  restrict such paint put on the market, At the same time, propose the limiting value of cadmium in the paint is 0.01%.  Since expected the paint in EU has been in line with the limits when put on the market, therefore no transition period.

The proposed approval date plan in 4 quarter of 2015, proposed effective date is 6 months after notification.

Can also lead to osteoporosis and softening.
