Under the framework of the United Nations Framework Convention on Climate Change, the Kyoto Protocol introduces three market-based emission reduction mechanisms. CDM is one of the most effective mechanisms. Its theoretical basis comes from the idea of "tradable emission permits", which is commonly known as "carbon trading". Validation: the project developer needs to sign a contract with a designated operational entity (DOE), who is responsible for the auditing of the project to validate whether it meets various requirements and criteria of CMP and EB on CDM. If the project can be successfully registered in EB, then the project can be called CDM project.

Certification: the operating entity (DOE) contracted with the project developer shall independently check and certify the emission reduction of registered CDM projects at a certain stage (usually called one monitoring period).
