During the 13th Five-Year Plan period, in order to implement the Made in China 2025 and Green Manufacturing Engineering Implementation Guide (2016-2020) and accelerate the promotion of green manufacturing, the Ministry of Industry and Information Technology issued the Notice on the Construction of Green Manufacturing System in September 2016 and decided to carry out the construction of green manufacturing system.

In order to promote the green development of the whole industry chain and the whole life cycle of products, with the enterprises as the main body of construction, and based on the open and transparent third-party evaluation mechanism and standard system to ensure the standardization and unification of the construction of green manufacturing system. Green factories, green products, green parks and green supply chain are the main contents of the green manufacturing system.

On November 14, 2017, CTI Certification was qualified as the third party evaluation qualification of Industrial Energy Saving and Green Manufacturing Evaluation Center approved by the Industry and Information Technology Commission.

Green factory is the production unit of manufacturing industry and the main body to implement green manufacturing. It is the core support unit of green manufacturing system and focuses on the green production process. We will accelerate the establishment of green factories with the characteristics of intensive land use, clean production, waste recycling, and low-carbon energy. Priority shall be given to select a number of representative enterprises with good working foundation in key industries such as iron and steel, non-ferrous metals, chemical industry, building materials, machinery, automobile, light industry, food, textile, medicine, electronic information, etc. for the establishment of green factories

Green park

Green Park is a platform for manufacturing enterprises and infrastructure to focus on the green concept and requirements, focusing on the overall management and collaborative links between factories in the park. To promote the greening of the park, it is necessary to implement the concepts of resource conservation and environment-friendly in the park planning, spatial layout, industrial chain design, energy utilization, resource utilization, infrastructure, ecological environment, operation and management to realize the green park with the characteristics of layout agglomeration, structure greening, link ecology, etc.

Green supply chain

Green supply chain is the product of the combination of green manufacturing theory and supply chain management technology, which focuses on the coordination and cooperation of enterprises on the supply chain nodes. To build a green supply chain, enterprises shall establish a procurement, production, marketing, recycling and logistics system guided by resource saving and environmental-friendly, promote upstream and downstream enterprises to jointly improve the efficiency of resource utilization, improve environmental performance, and achieve the objective of resource utilization efficiency, environmental impact minimization and greening of enterprises in the supply chain. A batch of leading enterprises with strong representation, great influence, strong business strength and high management level will be selected in the industries such as automobile, electronic and electrical appliances, communication, machinery, large-scale complete equipment, etc. According to the concept of product life cycle, the coordination and cooperation between upstream and downstream enterprises in the supply chain shall be strengthened, and the leading role of core leading enterprises shall be played. Establish sustainable green supply chain management strategy, implement green partner supplier management, build green information management platform of supply chain, and drive upstream and downstream enterprises to realize green development.

Background and significance

At present, with the integration of digital technology and real economy, digital economy is developing rapidly. According to the estimate, the scale of China's digital economy in 2019 has reached 35.8 trillion yuan, accounting for 36.2% of GDP. Data center is the core infrastructure of digital economy, and its energy saving and green development are increasingly attracting the attentions from the society. It is estimated that the annual power consumption of data centers in China is more than 120 billion kwh, accounting for about 2% of the total social power consumption in China.

In order to speed up the construction of green data center and lead the data center to take a road of high-efficiency, low-carbon, intensive and circular green development, and according to the requirements of the Guidance on Strengthening the Construction of Green Data Center issued by the Ministry of Industry and Information Technology, the State Administration of State Organ Affairs and the State Energy Administration (MIIT [2019] No. 24), here it is to organize the recommendation work of the National Green Data Center for year 2020.

Declaration requirements

The owner of the data center shall have independent legal personality, clear property rights of the data center, abide by relevant laws, regulations, policies and standards in the process of construction and operation. There shall be no major or more serious safety, environmental protection and other accidents in the past 3 years (including less than 3 years of establishment), and no other serious violations and dishonesty identified by judicial and administrative organs;

It shall have clear and complete physical boundary, independent power supply and distribution and refrigeration system meeting the requirements of Green and Efficient Refrigeration Action Plan (FGHZ [2019] No.1054), and has been operating for more than 1 year as of the declaration date;

The construction and layout shall meet the requirements of the Guidance on the Construction and Layout of Data Center (GXBLT [2013] No.13), and meet the requirements of local construction planning and other local laws and regulations;

It has not been listed in the Energy Efficiency Special Supervision and Rectification List of Industrial Energy Saving Supervision Data Center in 2019.
